Written by Sigmund (of the Sea Monsters) Romberg and Oscar Hammerstein II (of Rodgers & Hammerstein fame) for their 1929 Broadway musical "The New Moon". You often hear it done in movies and cartoons as a tango. See? White/Euro classical culture is not so bad as insecure-in-their-own-skin white apologists (mostly) make it. Abbey nails it here.
